Secure online learning access
Department of Education and Training (DET) would like to create a capability for Non-State schools to access the learning and development material and programs normally reserved for Queensland State School teachers and students.
Overview of the problem
Existing Departmental identity management systems restrict user access to “registered Department users” through DET’s Identity and Access Management System. The overhead to manage identity for non-state schools users (for example; in a separate Active Directory) overreaches the potential benefit for the Department.
Secure access would need to cover credential management to online learning resources to ensure credentials are secure, valid and up to date.
Opportunity for applicants
The Testing Within Government (TWiG) Program aims to help Small to Medium Enterprises (SMEs) to improve the positioning of their products for government and large enterprise markets by working collaboratively with Queensland Government on a range of problems.
Applicants are invited to propose ICT solutions to these problems, and if selected, receive funding to test their product in collaboration with Queensland Government.
Being selected as part of the program will offer the opportunity to develop knowledge, skills and experience improving the potential to access broader commercial opportunities in Queensland, Australia and abroad.
At the end of the program, the applicants will have an opportunity to showcase their products and their TWiG program experience to a wide group of government representatives, which could lead to a procurement activity in Queensland Government.
Why is it important
Leveraging technology to enable external users/schools access departmental resources with appropriate security measures would allow students and teachers to increase learning capability. Through federation, we would like to leverage a solution to authenticate non-state schools via our central repository, with a third party providing authentication, account lifecycle management and related administration services for the non-state school users.
Non-state schools will be the end user of the automation features allowing enhanced access to DET teaching and learning resources.

No existing solution allows this level of access on an enterprise level.

The security and privacy of student and teacher identity will be of the highest importance in the solution. Dynamic solutions that leverage existing Azure Active Directory functionality would be highly sought to minimise continuous intervention by either DET or non-state school staff.
Access and authentication to the solution would be limited to trusted external education providers only, e.g. whitelisting access to specific trusted addresses.
Maintenance of data quality, and risks associated with data quality, would be the responsibility of the Non-State school providing the data.
Example data sets (a database with proxy fields) will be made available to applicants.
Expand the online resource learning to non-state school to provide better learning opportunities for Queensland school students.
Allow non-state schools to self-manage secure access to online learning materials, including:
- Non-state schools are able to remove access when teachers/students leave the school.
- DET is able to control access independently of the non-state school administrator
