Testing Within Government (TWiG): frequently asked questions

  • Who manages the program?

    TWiG is managed by the TWiG project team within the Department of Science, Information Technology and Innovation (DSITI).

  • What is the TWiG pitch day?

    Short-listed applicants will be invited to pitch their product to an evaluation panel in a collaborative, engaging and supportive format to further clarify details. Information on the format will be provided as part of the invitation process.

  • What support will be provided during the 12 weeks?

    Government agencies will provide business problem experts to collaboratively work with the selected SME to use the SME’s product to address the relevant problem.

    The DSITI TWiG project team will also assist the selected SMEs in the preparation of the 12-week plan, the progress report and the preparation of the showcase presentation.

  • What activities can be conducted by the selected applicants in the 12-week timeframe?

    As part of the online application process, applicants are required to detail the activities they propose to conduct with the relevant business problem areas to test/demonstrate/workshop how their product can address the problem.

  • Will testing be able to be conducted on government owned infrastructure?

    No, the program will not include the provision of any ICT-related activities or test environments. Any products, software or applications need to be internet accessible.

  • Will government data be provided for testing?

    Yes, however personal or sensitive data will not be provided for the purpose of testing. Where required de-identified data will be provided.

  • What happens if the problem is not solved within the 12-week timeframe?

    The focus is primarily on the experience gained by the applicant working within government. It is acceptable if the problems are not solved in the timeframe, as long as there is active participation by both parties.

  • What is the TWiG showcase event?

    At the end of the program there will be an event for the successful applicants, together with the relevant business problem experts, to showcase the product and the lessons learned/experience gained to government and industry representatives. Last year’s event attracted more than 200 guests from industry and government.

  • How and when will I know if I’ve been successful?

    Applicants of the TWiG program will be notified of the outcome of their application in writing in May 2017.

Planning and reporting

  • Is there a requirement for the successful SMEs to submit a plan for the 12-week program?

    Yes. The plan will be collaboratively authored by both the selected applicant, the DSITI TWiG project team and relevant government agency business problem area.

    The program will be run as six sprints of two weeks each, with a DSITI TWiG project team facilitated review during each sprint.

    Before commencing the 12-week program, planning will be facilitated by the DSITI TWiG project team with the applicant and the business problem area to determine the goals for each sprint.

  • Is there a requirement for successful applicants to submit any reports as part of the 12-week engagement?

    Yes. A pre-program survey will be required to be completed on commencement of the program.

    A mid-point progress review report will be collaboratively authored by both the successful applicant and the relevant business problem area. The report will detail the progress against the initial plan and will detail the proposed activities for the remaining timeframe.

    A post-program survey will be required to be completed at the end of the program.

Funding

  • How much funding support will I receive?

    Successful applicants will receive funding of $25,000 (excluding GST) for a maximum 12-week engagement period with Queensland Government to assist the applicants with their participation in the program.

  • What is the program payment structure?

    Program payments are based on the following milestones:

  • What happens at the initial milestone?

    A plan will be collaboratively authored by both the successful applicant and the relevant business problem area. Planning will be facilitated by the DSITI TWiG project team and will detail the proposed activities and expectations over the 12-week period including the goal for each two-week sprint.

    Applicants will also be required to complete a pre-program survey.

  • What happens at the mid-point milestone?

    A mid-point progress review will be conducted with the applicant to address the progress to date and to collaboratively identify any changes/suggestions to enhance the success of activities to be conducted in the remaining timeframe.

  • What happens at the final milestone?

    Applicants, together with the relevant business problem area, will prepare a joint presentation to showcase the product, how it addressed the problem and lessons learned/experience gained from the program.

    Applicants will also be required to complete a post-program survey which will be based on their participation in the program.

  • Are funding payments subject to GST?

    Yes. All applicants must be registered for GST and while the funding amount excludes GST, the funding payments will include GST.

Terms and conditions

  • Are the terms and conditions negotiable?

    No, the terms and conditions are standard and non-negotiable. The terms and conditions together with the guidelines and funding and eligibility, frequently asked questions and application will form the binding agreement between the applicant and Queensland Government.

    Please ensure you read and consider the terms and conditions as part of submitting the application, as they will be non-negotiable at the time the letter of offer is made.

  • If I am successful, am I under an obligation to acknowledge participation in the program?

    Yes. Applicants should note that broad details of successful proposals, agreed outcomes, progress and the level of funding may be published by the Queensland Government. Some information may be used to promote funded projects and applicants may be requested to contribute to case studies and/or other promotional material on success.

Intellectual Property (IP) considerations

  • Who owns the IP?

    Applicants will own all the IP in their product (including any modifications or improvements to it). Applicants will also own other material created during the program, excluding reports, presentation and publicity material and some other program material.
